AQSIQ Certificate and CCIC License(Pre-shipment inspection for waste material)

Announcement on the Business Scope and Area of the Authorized Institution for Pre-shipment Inspection of Imported Waste Raw Materials

The AQSIQ regulates the business scope and area of the authorized pre-shipment inspection institution for the inspection of waste raw materials exported to China mainland (see Annex 1). The authorized pre-shipment inspection institutions shall execute related pre-shipment inspection in accordance with their business scopes and areas.

From Sep. 1st, 2007, for the waste raw materials, of which Japan and other 39 countries and regions (hereinafter refer to as "designated areas", see Annex 2) are the loading areas or shipping areas, the overseas supplying enterprises shall apply for pre-shipment inspection to the corresponding authorized pre-shipment inspection institutions. The waste raw materials that haven't been inspected prior to shipment and got the pre-shipment inspection certificate are prohibited from entering China.

The overseas supplying enterprises can enter the "electronic administration system for the pre-shipment inspection of imported waste raw materials"through internet to apply for pre-shipment inspection. The user's name and password can be applied to the AQSIQ, through the same channel as that of the overseas supplying enterprise registers. 

For the imported waste raw materials which are not loaded or shipped from the designated areas, the overseas supplying enterprises may apply for pre-shipment inspection to the nearest authorized inspection institution and provide necessary inspection conditions. The raw materials, which cannot be inspected prior to shipment because of the restriction of conditions, shall be shipped on China mainland ports and undergo full inspection lot by lot by the entry port inspection institution under the receiver's application. 

The term "Loading Area" means the place where the waste raw materials are loaded into container or transported into cabin, automobile or train wagon in bulk.

The term "Shipping Area" means the starting port or place where the waste raw materials are transported directly to the Chinese mainland (including through transport).

The term "Full Inspection" means that the waste raw materials of each container, automobile or train wagon shall undergo sampling or landing inspection. The waste raw materials transported by bulk shall undergo landing inspection cabin by cabin.
